About the Program

Through the Community Development Block Grant (CDBG), the City of La Habra supports the Fair Housing Education, Counseling and Enforcement Program. Services are delivered by the Fair Housing Foundation. The purpose of the program is to counteract and eliminate discriminatory housing practices. City of La Habra - Regional Analysis of Impediments to Fair Housing Choice

The U.S. Department of Housing and Urban Development (HUD) requires direct entitlement cities to develop an Analysis of Impediments (AI) to Fair Housing Choice and evaluate its Fair Housing issues as an individual jurisdiction and within the context of a larger region. The City of La Habra elected to join a group of 16 Orange County cities to prepare a Draft Regional Analysis of Impediments to Fair Housing Choice, referred to as the AI, in order to fulfill our HUD requirement. This AI will examine various policies, procedures, and practices within a community that may limit a person's ability to choose their residence free from discrimination. This AI provides an overview of laws, regulations, conditions or other possible obstacles that may affect an individual or a household's access to housing in a community. It also presents local and regional demographic profiles, assesses the extent of housing needs among specific groups, identifies existing barriers or impediments that may limit housing choices, and proposes action to overcome those barriers.
