Permit Process

Welcome to the City of La Habra’s permit process. City personnel are at your service to guide you through the permit process for any construction you propose to do on your property. Please feel free to contact us if you have any questions.

Submitting Project Plans

All plan submittals and permit applications can be applied through the City’s Online Portal.  To apply online you must first register on the Customer Self Service Online Portal.  Follow the prompts and set-up your user information.

If your project requires plan review, be sure to submit full set of plans as one PDF file and separate files for all other applicable construction documents.  

Please allow 1-3 business days for staff to review your application for completeness.  Staff will send an email with further instructions for payment or to request additional information.  

Additional Approvals & Fees

Building Department Personnel will assign a plan check number, collect plan check fees, and route plans to all applicable departments. Plan check fees for building construction are based on project valuation. Other approvals/fees may be required before permit issuance:

  • Air Quality Management District fees
  • Development Impact fee
  • Orange County Health Department fees
  • Park fee (for new sub-divisions)
  • Planning Commission - Conditional Use Permit, Zone Variance
  • Sanitation fee
  • School fee
  • Strong Motion Instrumentation Tax

Time Line

  1. Plans routed to all city departments: Building, Planning, Engineering, Public Works, and Traffic.
  2. Departmental comments back to the Building Department. Building personnel will contact applicant to come in and pick up comments.
  3. If all departments approve the plans, permits will be issued.
  4. If there are any corrections, the applicant needs to revise and resubmit plans.
  5. Plans are routed to city departments with corrections for review.
