Congress authorizes funding for the Head Start & Early Head Start Program every five years and appropriates funds yearly. It is administered by the Department of Health and Human Services through the Office of Head Start. Head Start Programs throughout the country are divided into ten geographical Regional offices and two Federal Bureaus (Migrant and Indian Programs). The Head Start Program is funded by the State and Federal Governments. The City of La Habra is one of the four (4) Delegate Agencies of Orange County Head Start, Inc. to administer a Head Start and Early Head Start program.
The City of La Habra receives direct funding from the California Department of Education (CDE) for the General Child Care (CCTR) and California State Preschool (CSPP) Programs.
The Child Development Division is funded by three sources:
1) Federal Funds (ACF)
2) California Department of Education (CDE)
3) In-Kind Donations
